Unfortunately PSU will never happen. MD would be admitting mistake.
Which MD will not be doing. Texas is too far away, although their ego might reach this far. Texas they would become what WVU currently is in the Big12. Just doesn't fit geographically. Navy would only be appealing to appease ND, which I would have no interest in doing. Navy really doesn't bring enough to the table. UConn could not survive in the AAC, why would we want to invite them to the ACC. Tulane, honestly they just seem irrelevant in college football, but maybe that's just me not noticing. But, maybe the fact that I haven't noticed indicates that nobody else will notice their games being added to the ACCN. Whoever is invited needs to move the needle at least some on the ACCN. They need to bring enough to the conference to justify dividing the pie by another slice. WVU might be the best of the bunch who would be a legitimate option. GOR ending in 2025 is really not too big of an obstacle. If at the end of this season ND decides to join for 2021, which likely it would be later. Then WVU joining four years later wouldn't be a problem. I'm also sure arrangements could be made for them to join a year or two earlier if needed. For TV network footprint a school like Cinn. might should be considered. I do like the idea of not mentioning any of the FL schools for expansion. Two schools in FL is enough.
