I don't think it's about what the NCAA allows.

If the P5 stands together, they're more powerful than the NCAA. My concern would be the willingness of the P5 to actually police itself. NCAA has been toothless when it comes to violations, would a break-away P5 even care, especially considering that those are the programs violating the rules now. Would they change the rules, just not enforce the rules, or come up with rules they were actually willing to live with?
