That almost certainly has to be the case.
If you read the TSL article from May, then it's pretty apparent that the metric for what counts as a donor changes. In some cases, $5 in other cases $25. It's not the same as when you had to pony up $100 to be counted.
In any event, getting a lot of donors to donate a small amount only goes so far. Say we get those last 8,000 donors and they donate at the Orange and Maroon level ($250), then that's a total of $2 million extra, on top of what we are receiving now, assuming everyone else remained flat. Having $2 million would be nice, of course, but I'm not sure it's going to move the needle.
