Your ISP doesn't play a key role here.

If you get a domain name + web hosting company then you can take your emails anywhere. For example, if you get a domain like "taters.com" then you can have emails like "[email protected]" or whatever. Most web hosting companies allow you to setup virtually unlimited number of emails. Next step is to setup your email client like Outlook or Thunderbird.

Above can be all be setup independent of your ISP.
