Didn't they show up early? They weren't ready for them in the bubble, so they didn't let them in. The refs went to eat together, and one of them having covid took them all out. It's on them if they showed up early and didn't practice social distancing before getting in the bubble. If they come on time and don't go out to eat together, they would have been isolated in the bubble until testing was complete, and only the one who tested positive would be out.
