a “scout team” made up of walkons and players not officially on the team?

from dook basketball report:
“On Sunday we linked to a story about how the parents of a Clemson basketball walk-on were upset with coach Brad Brownell, accusing him of verbal abuse and of blaming this spring’s ACC Tournament loss to Miami on
the scout team.”

if so how is this handled?
are there tryouts?
who coaches them to be the opponent?
any legal benefits offered?
how many other acc teams have a scout team?
