That makes no sense

I get dropping it outdoors now. But inside, in large groups? You have no idea who is vaccinated and who isn't. What if your small child isn't vaccinated and you go into a store? Who is a risk and who isn't? This is really weird. Seems like something that would have happened before 2021.
