I don't think you can blame local/state governments for proceeding with the plan of "Let's just vaccinate as many people as possible."

It has been difficult enough to get people vaccinated, nevermind including an additional hoop, test, etc.

You'd also have a certain percentage of people who would simply take this guidance as "Oh, I probably had Covid in 2020, so I won't bother with a vaccine."
