Can you explain the passing of lower heights please?

My track & field knowledge is pretty much Olympic and Trails right before that. So pretty limited. I’ve heard athletes starting too high quite a bit, along with the high jump as well.

What is the advantage of “starting higher” vs something lower and at least clearing something? Then advancing up? I know you get 3 shots, but are you limited by the # of heights you can attempt?
