Sports with unlimited roster size and partial scholarships are usually used
for Title 9 balancing. Rowing is the perfect one (no previous experience needed for athletes and room for tons of walkons), with lacrosse, swimming, field hockey, and track also good Title 9 balancers. They already have women's track and swimming needs expensive facilities. Field hockey has fewer available recruits than lacrosse if they want to build up quickly. The question is how badly they want to win, which may not be achievable in ACC lacrosse (7 out of the Top 25) or field hockey (8 out of the Top 20) for a while, as VT has discovered.
