At the beginning of August in 2018

Buzz had 13 scholarship players, but 1 was an academic redshirt (Boots). By the start of the season, he had lost 2 players (Clarke and Sy) and had an unexpected additional academic redshirt on the roster take out another (Nolley) so he was down to 9 available with no opportunity to replace any of them. I'm not a Buzz apologist, but the prevailing narrative about that roster being so small is missing some important context.
