Hard to tell how much Steffen could see around that guy. To me it looked like he was halfway reacting to the shot and halfway expecting the attacker in front of him to redirect it. And when you get stuck between two split second decisions you end up with no decision, and no reaction to either. But he probably should have gotten there, it was a pretty slow shot.
