As a public institution, VT follows domicile/residency guidelines from the State Council of Higher Education for Virginia. VT does NOT make its own policy for this. Essentially, full-time residency in Virginia is required for 12 months prior to in-state tuition going into effect. This does not just mean getting a driver's license, part-time job, paying taxes or rent, etc. It really means a student's family (if they are dependents) would have to move their primary residence to Virginia.

In addition, Virginia Tech does not participate in Academic Common Market (neither do George Mason, JMU, UVA, or VCU) or provide tuition reciprocity for bordering counties/states, which some other regional schools do. This could help VT get more students from Appalachia (TN, KY, WV) that may not be able to afford VT's out-of-state tuition.

Out-of-state Athletes are not going to get in-state tuition during their time at VT (at least not as currently governed), and the issue is deeper than *just* "helping more student-athletes".
