Yeah. It seems clear someone sold the City a crap system.

You can't even use the portal for the most basic tasks such as inspection scheduling. You still have to phone those in, and that system is broken, too. You can't reschedule or cancel an inspection.

It seems like there is literally zero inter-departmental communication at City Hall. Zoning and Public Works don't talk to building inspections, but their signoffs prevent certificate of occupancies from being issued. I recently needed a zoning final inspection, so we scheduled it via the phone system, then several days passed and no result was ever logged into the portal. Finally I got in touch with someone at zoning and he realized that the inspection had just fallen through the cracks and was never done. Had I not called and pushed the issue, I'd still be waiting and wondering, and they'd still be not doing anything about it. There seem to be no checks and balances to prevent tasks from just fading into the abyss.

There are some people that are really trying hard to fix things, but it is clear that they are fighting an uphill battle against people entrenched in the decades-old way of doing things poorly. The incremental changes made recently seem to have actually made things worse, because some people haven't "bought in" or don't know the new processes, and their electronic systems are just broken or not configured to connect multiple departments. So you end up with compartmentalized divisions and the customer ends up having to serve as liaison for these different groups. If I was mayor for a day, I'd scrap everything and start over.
