If you are remotely middle class, you will not get need-based aid


Most non-rev athletes are middle class or higher. If you want to stock up your swim team, you are spreading 11.5 scholarships across probably 25 swimmers (per gender). Some will get more, most will be in the 15-25% range. I would imagine similar for other sports. If a private or out of state school will give you a 25-50% merit scholarship and VT won't, that's an easy financial decision.

But with the need-based aid, some programs can get a lot of foreign athletes in on great need-based packages. Take a look at the D2 swimming powers. Lots of E Europeans with good need-based packages.
