You misunderstand

The fees on part 1 and 3 are not affected by time and they make up at least 81.8 million dollars of exit fees and some variable of that in media rights. Only the 2 factor is affected by time and can be eliminated by remaining in the conference through the exit window.

Both Texas and Oklahoma announced an exit date of June 30, 2025 but even that date is not set because they have to pay their fees to start the countdown clock. They can't just say they are leaving, they have to put the exit articles into effect. They must finish their negotiations by November 30 2022 to leave on June 30, 2025 without an a premium charge. It is conventional wisdom that the 22/23 year will be their last.

But, let's assume that they do exit on June 30, 2025 and announce that with a check by November 30, 2022. They will each owe twice whatever the 2021 media payout is for that year. It is assumed to be slightly higher than the one prior so circa 42.3 million or 84.6 million each. There is no way around that fee.

They will have stayed through the end of the current media grant of rights and owe nothing for the continuation and by doing so in a timely manner will not have to pay a premium to exit before schedule.

No school in the Big-12 has that kind of money laying around. There is also the fact that moving from the Big-12 to either the Pac-12 or ACC is at best a lateral move and is likely a step down in money, even if we only discuss tier 3 revenues. The only way that ~80+ million fee would be paid would be for a Big-12 member to move to the Big Ten or SEC. Unless that happens, none of them are moving.
