I think all of us old enough to recall those days
Remember how ESPN pulled these popularity stunts and they were so effective that they are likely where the idea to raid the Big East by the ACC started. By the late 90's, the BEFC had pulled ahead of the ACC in football and was still gaining steam. If the ACC did do something then everything being said by ESPN would look true, even when it wasn't. So, there was a raid. Even then, Miami, VT and Boston College had one good first year or two and then died and fell back in to slumps. Meanwhile the BEFC was making a lot of football noise and even then they seemed to be on par with the ACC.
Your recollections is different from mine.
The ACC has been the worst power conference for football since probably 1995.
