When the WAC experimented with the quads in the late 90s

that was 1 of the reasons the 8 schools left the conference to form the MWC. For those who don't know or for those who forgot what the 4 quads were, I have provided that information below.

Quad 1: Hawai'i, Fresno State, San Diego State, and San Jose State
Quad 2: UNLV, Air Force, Colorado State, and Wyoming
Quad 3: BYU, Utah, New Mexico, and UTEP
Quad 4: Tulsa, TCU, SMU, and Rice

Quad 1 was always apart of the Pacific Division and Quad 4 was always apart of the Mountain Division.

Hawai'i and BYU were upset that the quads impacted their rivalry, which was competitive, at the time. UNLV was upset about not being with the 3 CA schools (especially San Diego State). UTEP was upset about not being included with the 3 TX schools and Tulsa. BYU and Utah were kinda upset about not being included with the 2 CO schools and lukewarm about Wyoming. New Mexico was kinda upset about not being included with 2 CO schools. At least New Mexico had more of a rivalry with them than the 2 UT schools. Given who the WAC decided to add, it really couldn't have permanent divisions because the conference truly had 9 "Mountain Division" teams and only 7 "Pacific Division" teams at the time.

Mountain Division (9)
Tulsa
Rice
TCU
SMU
UTEP
New Mexico
Air Force
Colorado State
Wyoming

Pacific Division (7)
BYU
Utah
UNLV
San Jose State
Fresno State
San Diego State
Hawai'i

WRT the ACC, you are right the product needs to improve. Also, I am not sure quads/pods would really fix it. If anything, fans from the 2 rotating quads/pods would probably get upset and even turned off because they never know from year to year which division their team would be in. I do think the ACC should realign the divisions and still keep the protected cross-division game because all 14 teams could be paired with an important rival.

Atlantic/Coastal
BC-Syracuse or Syracuse-BC
Pitt-L'ville or L'ville-Pitt
VT-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami or Miami-FSU

Given that the ACC only has 1 GA member, 1 FL school will be on an "island" in the Atlantic. Based on that information, it would seem fair that the Coastal has 1 member on an "island" too (aka BC). Now would MA-VA be too much of an island (assuming Syracuse and Pitt were the in the Atlantic)? If Pitt was in the Coastal to minimize the "island," then the Atlantic could have 2 schools on an "island;" Syracuse (NY-VA) and 1 FL school (SC-FL). Plus, if WVU ever joined the ACC, then I would think the ACC would want Pitt, WVU, and VT in the same division to protect WVU's 2 important rivalries.
