What do don't you get? The premise/backstory? The jokes/humor?

It's basically about an over-the-top / cartoonish 'superhero' that wants 'peace' and is willing to kill whomever/whatever to achieve that goal - even innocents, women and children. He's a walking oxy-moron, with emphasis on moron - one of the key reasons it's so funny.
