They were going to get nukes when NATO set up missile bases there.

They moved to secure nuclear sites after Zelensky said he was going to build bombs again.

In all likelihood, Biden kept begging Russia to invade since December. He realizes he's never going to get missiles there and Russia pulling out support for Ukraine's economy. Ukraine becomes an economic drain for anyone who holds. US spent more on the revolution ($5b) than on economic aid.
