If DW is retained it could also be because

1) no one to Whit's liking is available
2) no one to Whit's liking wants to come to VT
3) no one will take the job for money offered
4) .....

Retention is not necessarily an endorsement. Nor is it a necessarily a commentary on program's progress.
Coach could just be a bookmark until Whit finds someone he is happy with.
