If you look at the history of JMU women's bball

then you will see that it has a somewhat long history of being a good women's program. FWIW JMU ranks third behind Tennessee and LA Tech for most victories by a women's basketball program. Also, they have sponsored a program for 93 seasons which makes them one of the earliest women's basketball programs in the country

Now if you are talking more modern times (i.e. 1970s - Present), then Sheila Moorman probably had a big hand in building the program. Under Moorman they were a perennial postseason participant throughout the 1980s. During her 15 years as HC, she accumulated 302 victories and at one time held the record for most victories (until Brooks recently broke it). I believe there was some controversy that forced her to resign as HC after the 1996-1997 season and accept an administrative position at the school. Otherwise she might have continued coaching for a few more years. Bud Childers replaced Moorman and went 87-65 in 6 seasons (WNIT Final Four in 2001) before accepting the HC job at So. Miss.

Brooks has done a remarkable job as HC and he should be praised for it. I am just not sure "building the program" is a completely accurate statement when previous HCs laid the foundation of success and he only has 337 victories out of 1000+. A more accurate statement may be that he took the "winning tradition" that had already been established at the school and either ran with it or maybe took it to the next level since for the longest time Moorman is/was the benchmark for a lot of JMU fans.
