It has to do with allocations, per country and continent

Each country can have up to four golfers per country as long as they are all in the top 15. For countries without golfers in top 15, they can have up to 2 golfers. For ZIM, de Jonge is in at 42, so if Vincent or Williams get a high enough world ranking, they would take the second spot. Zimbabwe has up to 2 spots, so all three can not make it. Brazil gets one spot no matter where they are ranked. Also each continent gets at least one golfer. The cut off is July 11th for qualification.
