The conference may be willing to add any of the members you mentioned

However, I am not sure if each choice would have enough support from the existing members. Each choice has a mark against it (fair or not) or something that the existing members could use to not support their addition to the conference. A couple of the choices may be close to receiving the minimal support or at least close enough to where negotiations within the conference may need to take place in order to gain the minimal amount of support.
