A problem with that is the Big Ten doesn't want Iowa St
and may not even want Kansas because of the lack in market value. The SEC and even the Pac-12 doesn't want Texas Tech because it is too far away and/or western part of Texas has no market value. All of Texas's market value is from the central-eastern part. The SEC may be open to Kansas State, but that might even be a stretch especially if the SEC views Kansas State in the same light as Oklahoma State. If the SEC is going to add a Kansas school, then the Jayhawks would probably be the most likely candidate. The SEC would have a monopoly on the Border War (Kansas-Mizzou rivalry) and add another namebrand basketball program.
If Texas and OU left the Big XII to join the ACC before the current GoR expires, then the new ACC would have to make sure either the Big XII dies or its current TV contract dies. Otherwise the remaining members (plus replacement members) get to keep the TV contract and the former Big XII members (plus the ACC) lose their GoR until it expires.
Personally, I am not sure a 20 member conference will survive too long. At that point you stop feeling like a conference and start to feel more like a confederation because of how infrequently you play some members (even with rotating pods). A conference may be able to get away with expanding to 16 members and not fail like the WAC. However, I don't think you will see conferences expand beyond 16 unless they plan to break up at some point down the road and using the expansion as a means to an end.
