Based on the current bylaws requiring divisions to play a round
robin schedule that would mean your proposal would have 7 division games and 2 permanent cross-division games every year.
(example purposes only)
Division AB: 7 division games, 1 cross-division game from Pod C and 1 cross-division game from Pod D (aka 2 permanent cross-division games from Division CD)
Would majority of the schools and/or their fans support it? Or would they prefer having 1 or 2 rotating cross-division games? I could see supporting 1 permanent cross-division game because most schools have more than 1 rival they would want to continue playing annually. However, if you go with 2 permanent cross-division games then I would think it would create an imbalance (similar to what we see now) with the number of times each team gets to play a high profile school. I mean there will be a certain level of imbalance when factoring in the "natural rivalries." For example Miami will always get to play FSU more than UVA or VT. However, if UVA or VT ended up in the same pod as Miami, then there would be an imbalance of at least 2 games (maybe more depending on the cycle) within the pod. Plus, if the ACC decide to permanently associate 1 pod to each division, then teams would never get to play the other 3 members of the pod because they will only play the protected member. Even if all 4 pods are rotated over a 6 year window, then teams may be looking at a "disadvantage" of 4 games instead of only 2 or 3. Then again I don't know how much of an impact that could have on a school.
