In most cases I agree with you

The only exception that I can think of is if there is a case of "agree to disagree." If a thread has ran its course or if 2 posters have a clear history of not seeing eye to eye on a topic, then a downvote may not add anything new. The history may not have been established in that particular thread, but from previous threads.

If a can of worms is going to be opened, then it could raise questions like: "Should a person refrain from voting if that individual has a history with not seeing eye to eye with another poster on a topic?", "What if the poster doesn't know or remember if he/she has established history?", and all those other fun questions that could result in the boards becoming unnecessarily more complicated.

Also, there is the possibility that the voter doesn't want to elaborate too much on the downvote because that individual doesn't want to get into a more indepth discussion (for a number of different reasons) with the poster. It is possible that some of this discussions could unexpectedly get personal or heated quickly because a poster's beliefs (i.e. political, religious, etc.) get added to the mix. Once it got to a certain level, then the discussion would have to be continued on another board because it would no longer be appropriate for these boards.
