The best way for me to answer is this way...

If you are ESPN and you want to start an ACC Network, you likely will leverage your facilities in Charlotte where you base the SEC Network and ESPNU. This means that there will be some cost in adding new studio, control room, and office space but the cost will be minimized by the fact that a structure is already in place.

Each school will likely need to add production facilities and on-site talent in front of and behind the camera. I did notice that VT is already doing this on the facility side and that they are already using the ESPN graphics package for their on-site produced events.

Also, talent will need to be acquired to handle everything on and off camera as well as advertising sales, administration, etc.

All in all this will be a 8-figure or so investment to get things started but the cost will be offset by the current infrastructure that is already in place in Charlotte and at each school.
