What negotiating leverage does the pac12 have for carriage deals?

They have neither a rabid fan base with rabid demand nor a powerful network partner like ESPN, Fox or Comcast.

Answer: No leverage whatsoever. The lack of rabid fans makes the over the top model untenable.
