And my original point was that the NCAA bylaws could change


as debates/discussions either resurface or come to the surface for the first time. The NCAA bylaws are not set in stone. They are fluid as participating schools decide what rules they want to play by.

As the cost of tuition continues to go up, it would not shock me if the sports with a significant number of partial scholarships and/or walkons started to pushing for every team a schools sponsors to give full scholarships to all the athletes on the team (unless that athlete also receives an academic scholarship to cover the difference). In order for that to happen it would require modifying the NCAA bylaws.
