The ACC could have formed three five team pods and only counted


those games towards deciding a champ. Having ND as a "full" member of the ACC would have given the ACC more negotiating power and effectively ended the long play of getting ND in the B1G. I don't think anyone knows exactly what would have happened but it was definitely an opportunity for the ACC to "secure" ND as a football member. The B1G didn't like that thought and blocked it. I don't think the decision at that time was thought of as a long term decision by any of the leagues but by blocking it the B1G kept the ACC just a little less stable than them. I think it will be a small part of a much bigger play once everything shakes out. By the time the top tier conferences are set you may see deregulation come back up again.
