I see your point... the answer is found in college football history...


The history of the MNC is full of examples of teams with unequal records being passed over for #1 rankings. I think your scenario of deciding between two 7-1 teams with unequal SOS would be viewed in such a light.

Consider:
1) Prior to championship games, conferences did not need to determine one champion. Everyone with the top record get a trophy. For example, the Cadaverliers have zero outright ACC Championships, but tied a couple of times (with no official tie-breaker). In the old Big-10, when team tied for the best record... the team who had the longest Rose Bowl drought was given the trip to Pasadena - no attempt to break the tie.

2) Back in the days before the Playoff and the BCS... plenty of one loss team were denied the MNC by voters - even though nobody else was undefeated. It lead to plenty of water cooler arguments and controversy... but the mantra back then was "Don't Lose!"

I think in your scenario where there is a tie for the second best team in a conference, the conference will take the higher ranked team in the playoff. Whether that is the team who won head-to-head or has the toughest SOS... who knows? Sure, the team left out will have some gripe... but the short answer is... "Don't Lose". This is how College Football rolls :)
