Not terribly difficult without fixed divisions


I know you only wanted rivalries but I listed my plan below. It keeps the following rivalries: VT/UVA, UVA/UNC, UNC/Duke, FSU/Miami, Clemson/GT, Clemson/FSU, Syracuse/BC, and Syracuse/Pitt. Those Syracuse rivalries aren't musts but you need the northern teams playing each other as much as possible. This plan drops these rivalries which didn't make the cut: VT/Miami, UNC/NCSU, Wake/Duke, though, they could be built in across divisions like I did with FSU/Clemson.

4 groups:
(4) VT, UVA, UNC, Duke
(3) FSU, Miami, NCSU
(3) Clemson, GT, Wake
(4) Syracuse, BC, Pitt, Louisville

Rotate groups to form two 7 team divisions each year.
Play six division games and 2 from the other division (e.g., if you are in a 4 team group you play 2 of the teams in the other four team group)
No permanent rivals except FSU-Clemson if using the above groupings. If we go to 9 games, everyone may have a permanent rival
