Good Stuff. It sort of highlights who the ACC should consider.
And some other stuff.
If you consider regional rivalries important, and I do, this list shows to me that the most appropriate additions to the current ACC membership to get to 16 would be West Virginia and Penn State.
If you look at their lists:
West Virginia (PITT, Penn State, SYRACUSE, VIRGINIA TECH, Maryland)
Penn State (PITT, SYRACUSE, West Virginia, Temple, Maryland)
If those were added, the ACC would bring in 6 built in Rivalries in one shot. Can't beat that.
As you pointed out Louisville doesn't have any historical rivalries with any ACC members. Adding Cincinnati would give them one, and adding Temple would add one for Boston College. I'm surprised how much Boston College has played Villanova given FBS vs FCS. It could be historical like UVA and VMI.
Adding Navy would bring rivalries with Notre Dame and Pittsburgh. Navy has also played Penn State as much as Maryland with only 1 game difference. UVA has played Navy 38 times, so we have history.
But, using historical rivalries as a measure West Virginia and Penn State work the best.
