At least that was the methodology used for previous tournaments, so I would assume the same methodology used this year too. Also, I think the website identified UCLA and CS-Fullerton as co-hosts for the tournament because the early rounds are being played at the gym of a Big West Conference member. The drawing names out of a hat would also help explain why CS-Fullerton didn't get a higher seed (as co-host).
