You get the flagship university in Texas along with Houston which is the 3rd biggest US City. You get the state of Oklahoma which is a powerhouse. You get Kansas as a state with the basketball. You get Tulane which brings New Orleans. An ACC where teams focus on their regions would be fantastic:
North: SU, ND, Boston College, Pitt, Louisville
East: UVA, VT, UNC, Duke, NCSU
South: WF, GT, Clemson, FSU, Miami
West: Texas, OK, Tulane, Houston, Kansas.

UVA, UNC, Duke, NCSU, ND, Clemson, Tulane, Pitt, WF + 3 OOC

UVA, UNC, Duke, NCSU, OK, BC, GT, Miami, Houston + 3 OOC

UVA, UNC, Duke, NCSU, TX, Kansas, FSU, Louisville, SU + 3 OOC
It's hard to get much better than that as there is a regional focus each year plus some good travel opportunties. Each team is played both home and away within 6 years... which is far better than the current ridiculous format of the ACC.
