will 3 of the have-nots band together to leverage certain outcomes?

does losing one or more of these votes (expansion/GoR extension) reduce the penalties for someone wanting to leave the Big 12?

one of the strengths of the Maryland argument against paying the full $50mill to the ACC was that the penalty passed over their objection.
