My issue with "decriminalization" of hard drugs- heroin, meth, coke

is that rarely is the only crime involved shooting up in an alley and peeing on yourself. very rarely. Heroin addicts are not folks with steady jobs that are productive citizens..it's impossible. The heroin addict can not function- they are vegtables basically while using- THAT is the point. And when they aren't high, they are looking for their next fix- which often involves some type of hustle to procure- stealing, selling stolen goods, prostitution, etc. You don't recreationally use meth or heroin or oxy. Thus it almost certainly involves other crimes- that is the issue. As far as selling heorin that is smuggled into the US from South America?? yeah, that is a big time "crime" and should stay that way.
