If it the schools are really concern about the big picture


then wouldn't they sit down and discuss if it is time to realign the divisions? During that discussion they would probably make sure that both divisions have equal representation for the recruiting hot spots. In addition, I would think they would want to make sure that both divisions have equal representation of the bigger draws. I believe every school has risen to the top of the conference at some point, so they should be able to get some sense of each team's ceiling. Then they should have no problem coming up with some sort of ranking on who fans want to see play regardless of how good or bad they are during the season. Next take the top 2 teams and place them in opposite divisions. Finally start filling in the rest of the divisions 1 by 1 (while factoring in rivalries) to ensure both divisions have a relative balance in desirability factor.
