I have a theory why B12 seems so OOT with reality.

This buffoonery that the B12 exhibits can't be on purpose, can it? Surely they can't be this dumb. Back when ACC announced the launch of the ACCN, the B12 seemed so caught off guard that they stated they had to change strategies and then they announced they would likely expand. All the while, folks on this board had figured out when the ACCN announcement would be. I may be wrong but I think OU is leaking all of the behind the scenes junk out of the B12 meetings to guide Texas to do what they want Texas to do. I think Texas is soooooo hard to deal with that it takes this kind of play to make them show their hand. I hope that the powers that be in the B12 are not this dumb. But then again, this is just a theory.
