A 20 member ACC is workable, but I think it would be too unstable

in the long run even if it decides to rotate the divisions in some fashion. The ACC would have to answer a lot of tough questions on how the divisions would be structured that could end up rubbing a lot of schools (and their fans) the wrong way (similar to what happened when the WAC decided to expand to 16 members). Some questions could include:

Does the ACC place Clemson, GT, FSU, Miami, and 1 more school in the same pod or split them up so the other 3 pods have equal access to the recruiting hot bed?

Does the ACC place the 4 NC schools in the same pod or split them up?

For state/regions that only have 2 members (i.e. VA, FL, GA/SC, etc), does the ACC place the 2 teams in the same pod or split them up?

The other bad thing about a 20 member conference is the conference schedule would consist of 9 divisional games and no cross-divisional games. If the divisions don't play enough cross-divisional games over time, then the divisions could take on the feel of being their own conference. At that point the divisions may start to ask themselves if they really need to be affiliated with the other division or if it is time to break away to form their own conference. If the ACC is going to expand, then it will probably stop at 16 members.
