I think you put way too weight on attendance.
UConn is, at best, a distant #3 on the ACC's list. The problem is that if #1 and/or #2 definitively don't happen, there are no other viable options that really drive the football meter (and please don't suggest WVU - if for no other reason than Pitt isn't going to let them in the same sandbox) unless the ACC pulls a rabbit out of its hat. And in that case, UConn never had a chance even if it was drawing 50% more fans.
So I don't see football attendance - and some sort of football school litmus test - as being a significant factor in the decision process for UConn.
