The rest are worse than 150. Two that you mentioned are at the top of this list. They participate at the FBS level, but they would be like adding another Wake Forest. In a combination of five with UT-Austin in the mix, it wouldn't shock me to see one of them ride coat tails. When UNC joined the ACC they brought some friends. It protects Wake Forest to this day. Texas might want the same. I'd probably select Tulane over Rice between the two, but Rice is highly ranked with a $5.5 billion endowment. They have money to throw at athletics if they need to.
