Delany wanted TV markets and a wedge into the ACC ...

geographic footprint. He accomplished both of those things by adding Maryland and Rutgers. Before that, Penn State was the only eastern school in the Big 10. Now that conference has 3 large state flagship universities situated in the Northeast that separate Virginia from Syracuse and BC. The ACC has nothing from DC to Boston. The Big 10 has 3 (yes, Penn State dominates eastern PA). Pitt is not relevant in that part of the state.

Is Maryland and Rutgers football that good? No. Is Syracuse and BC football that good? No. Big 10 apologists could say BC and Syracuse were crappy football additions for the ACC. To be completely fair to both conferences, BC is just as bad as Rutgers in football and men's basketball these days. Syracuse and Maryland are pretty much the same. Both very good men's basketball schools and mediocre football programs. The big difference IMHO is the Big 10 added 2 northeastern state flagships and the ACC added 2 private schools. The Big 10 ends up with more fans and larger living alumni populations in the region.
