There are lots of reasons for them to extend the GOR.

This is all about power and money. If UT and OU feel their interests are best protected in the B12 they will agree to an extension. Regardless of the decisions today there will be lots of info that impacted the decisions behind the scenes that most of us will never be privy to.

Remember that people said the same about FSU and Clemson. There were lots of B12 folks in particular who were shocked the those two agreed to the extension. In time though it was clear why they stuck around. Same will be true for UT and OU.

Personally I think an announcement of expansion without extending the GOR is a clear sign that at least three schools are actively looking for a way out.
