The counter is that it looks to have scared/forced networks

to give a contract boost for doing nothing. B12 couldn't have just asked for the money without the networks thinking they are seriously considering it. B12 may not have planned it exactly like this but is the best they could have done. It may be a dead conference walking but with GOR and money boost, it could stick around for several years. And several years from now, the circumstances/environment will be different than it is today.
