At some point, politicians will realize 1 strong is better than 2 weak

That's assuming they haven't already and simply haven't jumped into a no-win battle before they have to.

The politicians will put on a brave face for their constituents, but in the end the natural order will prevail and the powerful institutions will win out and the weaker ones will lose.
