Except if the school's goal is to get the best and brightest students
(both domestically and internationally) to increase their overall profile (and rankings), then they won't restrict themselves by establishing quotas. Given that majority of the ACC schools are nationally among the premier academic schools, I suspect they have a desire to achieve that same level at the international level. You don't think UVA would like to be mentioned in the same sentence as Oxford, Cambridge, Imperial College London, Heidelberg, or the University of Tokyo? Even though schools may prefer to increase their international exposure through academic achievements, athletics can be another tool a school can use to increase its international exposure.
