was not targeting. It looks somewhat similar to the Edmunds hit in that the RB lowered his head prior to the hit. If anything, I would say the State player's hit was more egregious given that his arms are to his side. If the league office reviewed that hit and determined it wasn't targeting, I wonder if we are sending in the game tape to try to get the Edmunds suspension lifted.
