Sometimes heading downward is the right direction because

a program may need to hit rock bottom before it can head in the right direction. When a program is at rock bottom then often that is the time a program discover its true priorities. A school can claim that it considers a particular sport to be important to its athletic department. However, when that sport is at rock bottom then the everyone learns just how important that sport is to the school. Is the school willing to do whatever it takes to point that sport in the right direction or does the school continue with the status quo and maybe even come to the conclusion that it is best to drop the sport?
